Downtown Development Authority
On DECEMBER 16, 2021 the City Commission approved second reading and adoption of an Ordinance to have the Planning Commission serve as the City’s Downtown Development Authority (DDA) board pursuant to MCL 125.4204(8), as follows:
(8) By ordinance, the governing body of a municipality that has a population of less than 5,000 may have the municipality's planning commission created pursuant to former 1931 PA 285 or the Michigan planning enabling act, 2008 PA 33, MCL 125.3801 to 125.3885, serve as the board provided for in subsection (1).
The City’s DDA has long struggled to attract and retain board members, and after a resignation in September and November of 2021 the board no longer had a quorum.
Purpose of the Downtown Development Authority (DDA)
The Clio’s DDA works to strengthen and revitalize the downtown by supporting investment, improving public spaces, and encouraging economic growth. Established under Michigan's Downtown Development Authority Act (Public Act 57 of 2018), the DDA helps:
- Support local businesses and attract new investment.
- Improve streets, sidewalks, and public spaces.
- Encourage redevelopment and historic preservation.
- Promote a vibrant, attractive downtown for residents and visitors.
- Partner with property owners, businesses, and the community on projects that enhance downtown.
The DDA uses a variety of planning and financing tools, including tax increment financing (TIF), to help fund public improvements and encourage private investment. Its goal is to create a thriving downtown that supports local businesses, strengthens the City's economy, and enhances the quality of life for everyone in Clio. Recent DDA projects include new landscaping, lighting, and participation in multiple community events.
